- Map database suppliers - those creating the maps used by most receiver equipment such as navigation systems
- Public authorities - those in charge of roads and related information for each area
- Broadcasters - those making sure the service reaches the end-user
- Others - those who don't fall into the above categories - e.g. consultancy services
